DRDA staff  strike

ITANAGAR, Aug 31: The DRDA employees in the state today launched state-wide five-day pen and tool down strike in protest against the state government’s obstinate attitude in fulfilling their various long-pending demands.

The DRDA employees have been demanding absorption of all DRDA-borne employees in the state in line departments of the state government, payment of gratuity and leave encashment, immediate release of the pending salaries among others.

All India DRDA Staff Employees Welfare Association of Arunachal Pradesh unit in a meeting here on August 13 along with its all district units unanimously decided to go for the state-wide strike in view of the state government’s non-responsive attitude in fulfilling its demands despite repeated request. Meanwhile, reports of observation of pen and tool down strikes by DRDA employees are pouring in from various districts.

While joining with rest of their colleagues in observing the strike, the DRDA employees of East Kameng district sought the intervention of the Chief Minister and Secretary (RD) on the issue and urged them to take appropriate measures for fulfillment of the demands at the earliest. The employees stated of resorting to go for indefinite strike in case the state government fails to consider their demands.

The aggrieved DRDA employees of Anini (Dibang Valley), Bomdila (West Kameng), Aalo (West Siang) and Tezu (Lohit) also joined their colleagues throughout the state in observing the strike.

 

Guv and CM extend Solung greetings

ITANAGAR, Aug 31: The Governor of Arunachal Pradesh JP Rajkhowa has wished the people of the state, particularly the Adi community on the festive occasion of Solung festival.

“I offer my prayers to Kine Nane, the Goddess of crops and prosperity, Dadi Bote, the God of animal kingdom, Doying-Bote, the God of Wisdom and all other benevolent deities to shower their blessings to the entire mankind, said the Governor.

APST service affected at Aalo

ITANAGAR, Aug 31: Due to huge amount of oil bill pending against State Transport Services, Aalo, the bus services on different routes under West Siang district will be suspended from September 1 onwards. The two oil agencies, Yomgo Automobiles Services, Aalo and Geni Auto Agency, Likabali have refused to provide fuel because of non-payment of dues. Left with no choice, the District State Transport Department is suspending bus services from tomorrow.

The matter has been conveyed to the govt. and in all probability the bus services will resume after placement of awaited fund from the Govt. The district State Transport department has appealed the passengers to bear the inconvenience.

 

Over 200 subscribe PMBSY

ITANAGAR, Aug 31: Over 200 people have subscribed to Pradhan Mantri Bima Suraksha Yojna (PMBSY) during an awareness programme on the scheme organised by Bharatiya Janata Mahila Morcha at a busy market place here today.

The programme was presided over by BJMM President Padmeswari Jamoh and supervised by the Morcha’s National Executive Member and State Prabhari for Arunachal Pradesh Shobha Upadhyay.

State BJP office bearers including vice president cum spokesperson Techi Necha, vice president Tayek Goi, secretary Hinium Tachu, BJMM general secretary Bengia Yayang and BJYM vice president Boken Kino.

Implement minimum wages as per board: AAPLU

ITANAGAR, Aug 31: The All Arunachal Pradesh Labour Union (AAPLU) has requested for implementing minimum wages as per the recommendation of the state advisory board with immediate effect.

In its letter to the Chief Minister, while saying that the minimum wages was fixed at Rs 180 per day for unskilled category in its meeting on August 27 last, it said that enhancement is required to cope with the ever increasing market price of essential commodities.

 

Two washed away by landslide

ITANAGAR, Aug 31: The All Chambang Area Youth Forum (ACAYF) has claimed that two persons named Charu Jangrang, wife of Charu Tachak, and Jamru Terre, son of Jamru Tadek, were washed away by a heavy landslide and drowned at Bite river while they were on their way back from paddy fields on August 28 last.

Further claiming that their bodies are yet to be traced by the villagers, the forum has urged the concern authority to provide compensation to the victim’s family.

 

ALSDSU warns land encroachers

ITANAGAR, Aug 31: The All Lower Subansiri District Students’ Union (ALSDSU) has expressed serious concern over the encroachment of government land in the district.

In its memorandum submitted to the DC, urging constitution of a committee for spot verifications, the union claimed that the encroachers are mostly government employees.

It further warned the encroachers of Yazali, Raga and Ziro to stop such activities and sought early action on the issue from the DC.

 

Hundreds benefit from medical camp

ITANAGAR, Aug 31: Over 700 patients benefitted from a Vivekananda Kendra Arun Jyoti organised three-day medical camps held at Manpanglang, Singibeel and Kakoni villages respectively in Namsai district which concluded on Saturday.

Free medicines were also distributed to the patients during the camp. Members of All Lekang Youth and Students’ Union were also present.

 

Construct bailey bridge soon

ITANAGAR, Aug 31: Claiming that the suspension bridge over Kameng river at Pakoti, East Kameng district, connecting eight villages is in a dilapidated condition, the Pakoti Valley Welfare Society (PVWS) has requested the Parliamentary Secretary for Tourism and local MLA Mama Natung to initiate early steps for construction of a new bailey bridge in place of the existing one.

The said bridge, constructed a decade back has been serving as a lifeline of the villagers of the area but due to its weak condition people are facing much hardship to travel to Seppa, the PVWS said.    

 

Teacher dies

ITANAGAR, Aug 31: Rebo Wangrey, joint Secretary of All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) has died.

He left behind his wife, a son and three daughters.

Wangrey joined as a JT in 2003 and was currently working as Coordinator (RSPC&NRSPC) in the office of the Deputy Director of School Education, Changlang.

His untimely demise is a great loss to the Tangsa society and teaching community in particular. His sincere service and dedication towards the society, Arunachal Teachers Association (ATA) and AASSATA will always be remembered, said Changlang unit of ATA and AASSATA in a joint press statement.

 

Training on micro-credit at Khonsa

ITANAGAR, Aug 31: The district support team (DST) of the Tirap District Community Resource Management Society (TCRMS) organised four-days training on “Micro-Credit, Monitoring and Evaluation and Book Keeping” to DST and partner NGO staff from 26 to 29 August at Khonsa. The training programme started with a key note address by Project Manager Lily Rose Jajo.

She asked the participants to learn as much as possible, since they will in turn have to train and help to facilitate the village community for proper maintenance of their record books. Altogether 63 participants attended the training programme. Rocky Anal, Micro Credit Officer from Regional Office, Shillong addressed the trainees and presented papers on various topics. On the last day of the training, topics on Books Keeping was presented by Assistant Account Officer Ruhi Kumar from the DST. During the presentation, Kumar gave detail account on how to enter and maintain the records on information related to financial matter including the meeting minutes of the NaRMG and SHG for their account books or registers. This was followed by a short presentation on the progress and achievements of NERCORMP-Tirap in the 2014-2015 financial year by Pfoze Lokho, Project Technical Officer.

The valedictory function of the training was attended by Ravi Jha, Deputy Commissioner and Chairman TCRMS, NERCORMP-Tirap and Longding. Later, Tirap DC Ravi Jha interacted with the participants. In his speech, Jha told the participants that many other districts from the state were also very keen to take up this project. However, only two districts namely undivided Tirap and Changlang were finally selected for implementation of this project in the state. He told the participants that since they were directly involved in dealing with the village community they should work hard and be an agent of change.

 

Skill development training held

ITANAGAR, Aug 31: A three weeks capacity building for skill development training programme on tailoring and weaving under Border Area Development Programme (BADP) blocks for Bameng, Chayang Tajo and Khenewa circles concluded at the conference hall Seppa on August 29 last. Altogether 81 trainees participated in it.

Speaking during its valedictory function, incharge CO cum BDO Khenewa, Dr N Nath suggested the trainees to update themselves with the skill learnt during the training.

On the request of the trainees who asked for more such trainings to be conducted in their area, the BDO assured them to take up the matter with the appropriate authority for setting up of a training centre at Khenewa in the next financial year. He also assured that preference of all the government sponsored training in phased manner and suggested promotion of Self Help Groups (SHGs) in the area for availing subsidy schemes.

He expressed excess exploitation of natural resources in East Kameng district and highlighted the importance on promotion of sustainable development.

 

APPDYA seeks transfer of engineers

ITANAGAR, Aug 31: The All Papum Pare District Youth Association (APPDYA) has sought transfer of the Executive Engineer and Assistant Engineer of Highway division Nirjuli/Capital and demanded that efficient and sincere engineers be posted in their place. The association wrote to PWD minister in this regard.

Portions of the Capital roads from Banderdewa to Itanagar are not fit for even pedestrians. The repair and maintenance work is not taking place as per the technical specification. The contractors are executing the work on their own and the engineers are not there to supervise or guide their work which ultimately results in damage of the roads within short span. The government is pouring crores of rupees for the development of Capital roads to make it smooth and user friendly, but due to lack of technical guidance by the engineers, the condition of the road is worsening day by day, it said in its letter.

The engineers are to supervise the work properly so that the road quality could be maintained but lack of supervision and technical support by the engineer’s concern is further worsening the Capital roads, it lamented and further warned that it would be compelled to launch its democratic movement if the demand is not fulfilled within 15 days.

 

State Judo team leaves for Andhra

ITANAGAR, Aug 31: The state Judo team comprising eight boys and five girls, all from Sangey Lhaden Sports Academy, left yesterday for Andhra Pradesh to participate in the Sub-Junior National Judo Championship to be held at Vijayawada from September 3 to 7.

Tagru Magong, General Secretary, Arunachal Judo Association is the team manager and Anjali Sagro is the Team Coach.

34 houses washed off in LDV,

flood situation grim across Arunachal

ITANAGAR, Aug 31: At least 25 dwelling houses have reportedly been washed away by the ravaging Dibang river at Anpum village and nine more houses were swept away at Loglung village under Dambuk Sub-Division of Lower Dibang Valley District today. However, no human casualty is reported so far from both the villages, informed Moba Riba, Anchal Chairperson Anpum.

The situation is also grim at Paglam as it has been reportedly inundated by the flood water. It has badly affected normal life and livestock. Schools and other government institutions were forced to shut down by the increasing floodwater, added Riba.

It is presumed that increasing floodwater of Dibang and Dotung would eventually force Anpum and Loglung into major chaos. These villages are now caught in the cross fire of rampaging Dibang and ravaging Dotung River, which is gravely threatening the very existence of the villages as the floodwater is tumultuously surging in.

ADC Dambuk Atul Tayeng and Circle Officer Tatling Pertin in an inflatable raft from Nature Unlimited (Tour Operator) led by Anong Tayeng had rushed to the affected villages yesterday to take stock of the situation and undertake the rescue operation.

The marooned villagers are sending SOS to the government for evacuating them to safe locations till the floodwater recedes. The villagers are also pleading for immediate relief and food sorties.  The Sub-Division now encircled by the flood water has also lost surface communication. Since the diversion of Dibang River from its main course near Bomjir, it has left a trail of destruction downstream. Huge unaccounted properties have reportedly been washed away this year alone.

Expressing grave concern over the prevailing situation in her constituency, local MLA Gum Tayeng today briefed the situation to Chief Minister Nabam Tuki and requested him to provide immediate relief to the affected people. The Chief Minister has assured all possible help to the affected people and also assured to initiate for central funding and permanent measures to tackle flood.

 

 

Two persons washed away, Kurung Kumey cut off

Flood devastate Sunpura, Kharsang, Tezu

KOLORIANG, Aug 31: Two persons are believed to have been washed away by Bete River near Pujiharak Village, Chambang on Aug 29 while returning from their agriculture fields due to sudden flash flood triggered by heavy rainfall. The persons have been identified as Charu Jangrang and Jamru Ter. The search operation to trace the bodies is under progress, reported ADC, Pania S. Lowang.

Five circles of Kurung-Kumey including Koloriang headquarter are cut off from the rest of the world following a landslide in between Sangram and Leel on Joram-Koloriang BRTF road. A dwelling house was swamped by landslide on Sunday morning at Yarkum Colony rendering a family homeless.

A massive landslide has occurred along the boundaries of Circuit House Koloriang and there is possibility of the building being damaged if the rainfall continues, said an official statement.

Mamata Riba, Deputy Commissioner, Isaac Pertin, SP, Biaro Sorum, EAC (Dev) and Nangram Pingkap, CO along with team of administrative and police officials are monitoring the situation round the clock.

In the wake of monsoon in the months of June and July, the District Magistrate had passed executive orders several times warning the residents to move away from land slide prone zones and flood prone zones to safer places to avoid any kind of loss of life and property, reports DIPRO.

TEZU: Water levels of all rivers and rivulets, with exception of Lohit have started to recede gradually due to improvement in the weather today, stated a report received from the Water Resources Dept, Tezu. Meanwhile, Deputy Commissioner, Lohit convened an emergency meeting with all the DDMA members which was also attended by local MLA Dr. Mohesh Chai today.

A team of WRD engineers, police personnel, ALCs, villagers and machinery were pressed into service at Denning Nala area under Tezu circle and at Balijan River near Dangku area under Sunpura circle.

The MLA along with DDMO Lohit and CLRC members visited the relief camps and flood affected areas of Sunpura circle to take stock of basic facilities and medical care in the relief camps. The MLA later distributed blankets, torches and dry food to people at the four relief camps. More than 225 students including teaching staffs of VKV Sunpura were evacuated to VKV Tafragam yesterday evening.

Further, the DDMA Lohit has directed the CO Sunpura to continue with the relief camps for couple of more days till the flood water recedes totally. DMO Tezu has been instructed to keep strict vigil on medical emergencies during post flood period while DF&CSO Tezu has been directed to keep sufficient stock of essential commodities. More relief camps and response teams have been kept in readiness at DM Cell, Tezu to respond quickly during exigencies.

ROING: The continuous heavy rainfall has also snapped the road communication from all sides between Roing to Tinsukia via Sadiya-Dholla Ghat and Allubari and Roing to Pasighat via Omorpur due to rise of river water for the last two days. The road communication to Hunli Sub-Division and Koronu Circle is also cut off. The Roing to Hunli road has been disrupted by rise of Eze River and landslides at 14km, 15km and 53 km points. The water of Simari and Injonu Rivers which is on rise has disrupted the road connectivity with Koronu Circle.

The power supply to Lower Dibang Valley District has also been disrupted due to heavy downpour of the last four days.

Executive Engineer (Power), Roing, Napi Modi informed that the power lines in between Namsai to Roing has been disrupted in various locations. The restoration of power lines from Namsai to Roing may take a week’s time even after the flood waters recedes, Modi informed.    

Under Dambuk administrative sub-division, major damages have been caused to 11 KV line in three locations, said Vikash Pertin, JE (Power) Dambuk Sub-Division.

It was also informed that the restoration of Tin Ali to Bizari 11 KV line may take atleast a month because of extensive damages caused due to diversion of Dibang River Course towards Loklung and Taro-Tamak River at East Siang. He also said that it will require shifting and new alignment of 11 KV Line.

Meanwhile, to cope up with the prevailing flood situations in the district, M K Deori, ADC Roing who is incharge DC convened an emergency meeting in his office chamber today. He asked all the heads of the departments to remain vigil and to keep all their available resources including man power and machineries in readiness.

R Ratan, DF&CSO informed that about 100 quintals rice as monsoon stock has been kept in readiness at Roing for dropping at flood affected areas whenever situation arises.

It was also informed that due to the timely action of the district administration, police, BRTF and paramilitary forces, an adverse situation at Cheta-I have been averted on Sunday last. The sudden rise of water at Cheta Nallah caused by torrential rainfall diverted the river course towards the residential building forcing the residents to evacuate from their houses. (DIPROs)

KHARSANG: Due to incessant rainfall during the last 48 hours, the flood situation in Kharsang circle of Changlang district is grim. Kharsang recorded 960mm and 1135mm of rainfall on 30 and 31 August respectively. The entire circle is situated on the plains between Buri-Dehing, Namchick and Namphuk river system. Heavy rainfall has resulted in flooding in all the rivers of the locality and has resulted in inundation of many villages and parts of Kharsang Township.

Worst affected villages are Jenpatathar, Balinong and Namchick Havi. The road communication to Jenpatathar and Namchick Havi has been destroyed. There has been severe damage to the bridge on Mora-Kharsang River near Singmao village resulting in severing the road communication from Miao-Jagun road to Jengpatathar and Namchick-Havi. Around two kilometres stretch of road in the area is submerged under 3.5 feet of flood water rendering it blocked. Large areas under tea plantation and homesteads have been damaged due to flooding. To assess the problem and extent of damage, marooned villagers of Jengpathar were visited by EE WRD Bordumsa along with AE WRD Kharsang and OC Kharsang Police station. A contingency plan has been chalked out by the administration in conjunction with the works departments to extend immediate relief and support. MIP's and flood control structures in the area have also been damaged because of heavy erosion and flooding.

In East Siang district, water level in major rivers and rivulets has reached the danger level. Flood water has inundated many low lying areas and has damaged agricultural fields in Mer, Gadum, Namsing in Mebo Subdivision and Berung. Rain water also played havoc in Pasighat town. However, there is no report of flood related death.

Meanwhile, local MLA Kaling Moyong along with DC Isha Khosla, EE WRD T Jamoh and officers of Disaster Management visited Berung area this morning and took stock of the situation. A large cultivated land in Berung, about ten kilometers away from Pasighat, is inundated by flood water.

The MLA along with PWD engineers visited Poglek river site and instructed the department to continue restoration work with missionary zeal to connect the road communication between Pasighat and Yagrung. One RCC bridge will come up during the ensuing winter, Moyong informed. He also held discussions with the EE Power for immediate restoration of power supply in the High-Region area. According to power department, one new transformer and accessories are being installed and power supply will be normal soon in the area.

Meanwhile, DC Khosla who is closely monitoring all developments, directed the DDMO to submit the damage assessment report. Khosla also instructed the EE WRD to take all possible flood control measures in Berung.

Mebo ADC Y Tayeng informed that flood situation remains grim in Mer, Gadum and Tengabari areas under Namsing circle affecting dwelling houses, food grains, livestock etc. Water supply has been disrupted in Mebo headquarter and Mebo-Dhola road has also snapped in several locations. Felix makes unannounced inspection of govt schools at Aalo

ITANAGAR, Aug 31: Parliamentary Secretary for Education & IPR Bamang Felix today made surprise inspections of several government schools of Aalo Township. Felix who was on his way to Yingkiong, also interacted with teachers and students. The attendance registers of the teachers were thoroughly checked and he took note of the immediate needs of the schools on the spot.

Addressing series of meeting with the school authorities, Felix said that submission of monthly unannounced inspection report by every DDSE to govt. is mandatory to improve the functioning of govt run schools. The motive behind the visit is not to torture the teachers but to get firsthand knowledge about functioning of the school. The teachers should not shirk away from the responsibilities to shape the destiny of the children who are the future of our society, said Felix. Meeting at different levels are held from time to time to improve educational system but nothing is more important than teacher-taught interaction within and outside the classrooms, he added. The teacher of govt. schools are paid far higher than that of private schools but when question of education delivery system comes, they do better than us and we need to introspect deeply this aspect, said Felix. He also disclosed that govt. has taken the decision that good teachers with sound health and experiences who are retiring can pursue the govt. to continue the services with remuneration of last month pay as fixed pay.

At Govt. H.S. School Aalo, the Parliamentary Secretary provided fans to the crowded class XII room on demand by students and assured to post required senior subject teachers. At NM Higher Secondary School, Felix assured to earmark fund for girls toilet and instructed the DDSE to get it done within a fortnight. He donated some cash to PI Colony Middle to meet up the liability cost of the tube well constructed on self help basis by the teaching community.

 

 

NEC projects in state reviewed

DoTCL should be involved in NERCORMP implementation: Minister

ITANAGAR, Aug 31: Social Welfare, Women and Child Development and DOTCL Minister Wanglin Lowangdong has said that the Department of Tirap, Changlang & Longding (DoTCL) which is the nodal department  for NERCORMP, needs to be involved and consulted in all the planning process under the   programme.

Addressing a review meeting on NEC projects, NERCORMP, hydropower projects, 132 KV Transmission Line including the Tawang-Khuppi transmission line here at the conference hall of Planning department today,  Lowangdong  said the NERCORMP which is launched in Tirap, Changlang and Longding districts in the state is at an initial stage of implementation. He added that as the project is for the people, the people’s representatives should be involved in the entire process

as they are accountable for every projects and schemes implemented in their respective constituency.  

Stressing the need of pouring more fund under the project, he further said the programme should cover all the areas of the districts where it is being implemented.

“The NERCORMP promotes the feeling of community spirit in the society through its various projects implemented for community development,” the minister said while stressing the need for proper coordination and participation of all stakeholders so to expand the sense of belongingness and to reap its benefits to optimum level.

Addressing the meeting, NEC Secretary S N Brohmo Choudhury, who is on a visit to the state capital along with his team of officers, said, NERCORMP is designed to strengthen the people of the grass root level. He said efforts are on to sort out the problems and challenges coming on the way to success of the programme being implemented in three district of the state. The Secretary advised the Govt officers of the state in general and nodal department (DOTCL) in particular to work towards fulfilling the objectives of the project.

Nikh Kamin, Parliamentary Secretary Social Welfare, while appreciating NERCORMP programme, stressed on monitoring of projects being implemented through NaRMGs. He said that as the programme covers the rural masses including poorest of the poor, the success of the project must be ensured.

Speaking in the meeting, Chief Secretary Ramesh Negi also appreciated NERCORMP for working for the welfare of the poor and keeping the morale of Self Help Groups (SHGs) high by involving them in its programmes.

Earlier, Planning Secretary Sonam Chombey gave a brief speech on importance of the meeting convened for review of all NEC schemes/projects. Senior officers from NERCORMP also highlighted the objectives, targets and achievements under the programme.

The meeting attended by Commissioners, Secretaries and HoDs of concerned departments, besides officers from North Eastern Council (NEC)  also reviewed the  progress of all  on-going NEC schemes and release of funds by the Council for various projects including roads, communication, health and power in the state. While reviewing the NEC scheme implementation, NEC Secretary SN Brohmo Choudhury urged the officers concerned to expedite the works for timely completion of scheme and projects.

It is worth mentioning here that North Eastern Region Community Resource Management Project (NERCORMP) is a livelihood and rural development project aimed to transform the lives of the poor and marginalised tribal families in Northeast. IODB to pay oil royalty to Arunachal

ITANAGAR, Aug 31: Ministry of Petroleum and Natural Gas has written to the Oil Industry Development Board for payment of differential royalty to Arunachal Pradesh for the year 2014-15 amounting to Rs. 38,63,16,848.

The matter regarding payment of differential royalty to the States from the OIDB fund was examined in the Ministry. With the approval of competent authority it has been decided that OIDB would immediately release the differential royalty to the States for the year 2014-15(April, 2014 to March, 2015), read the letter.

The centre on Wednesday has agreed to pay states like Arunachal, Gujarat and Assam, from its annual budget, the difference between royalty paid by operators of some oil fields as per their contract and actual prevailing rate.

Operators of some 28 fields in Gujarat, Assam and Arunachal Pradesh pay royalty on crude oil they produce at the cap rate mentioned in the production sharing contract (PSC) dating back to 1990s.

These rates were capped at Rs 450 per tonne as against the current rate of 12.5 per cent of the price of oil.

To protect state revenues, the difference between the two was made good by Oil Industry Development Board (OIDB) funds.

 

 

Highway affected land owners demand due compensation

ROING, Aug 31: Withstanding heavy downpour and road blockades, more than 200 landowners came out to protest against the non-payment of compensation for the land acquisitioned for construction of National Highway from Meka to Balijan Bridge.

At Abango village, these affected landowners stopped any kind of construction work of the highway for an indefinite period until their demands will be fulfilled.

As per reliable sources, the landowners said, the compensation amount has already been handed over to the District Administration by the BRTF but no payment has been made so far.

“Although the officials have visited many times, assessment of the land acquisitioned has not been finalised yet. Besides faulty measurements and no measurement in some portions of the land, the whole area between Koronu nallah and Inju nallah has not been included for the compensation,” the landowners claimed.

According to them, no assessment has been made of agricultural/horticultural plantations by the district administration. They have also been reportedly told by the authority that a high percentage of the total compensation amount would be deducted as royalty which according to them is illegal.

The landowners of Tezu (under the same project), who had received their compensations in March this year, had applied through RTI Act to know about the Government rate of compensation for the project.  “On getting information, we were shocked to learn huge differences between the rate furnished by the office and that of the rate of Tezu. While the rate of Tezu showed Rs. 50 for barren/uncultivable land the rate of our district showed Rs. 11 for plantation land,” said an angry landowner.

The landowners have demanded immediate constitution of a Board to revise the rate of compensation for land acquisitioned in LDV, and to fix and implement a new and justified rate.

“The Board should, at least be comprised of the local MLA, DFO, DHO, DAO, LRSO, ZPM, GBs of the area affected and public representatives of the affected villages. After the rate is revised and finalised, it has to be published in the newspaper", they demanded.

Other demands were immediate appointment of an LRSO, investigation against Land Management department of the district by a Special Investigation Team (SIT), enquiry about deduction from compensation amount as royalty.

"We have no faith on the information furnished by the RTI office that has a past record of giving biased information. Therefore, we demand full information about the issue from the DIPRO", said the landowners.

Road works on the Meka to Balijan Bridge (NH52) is nearing completion, and the landowners fear that if the work is completed they will not be paid any compensation.

"We had faith in the DA because of which we never cared to follow up on the payment of compensation. But now, we will leave no stone unturned in order to get what is rightfully ours", said the protesters.

 

 

Villagers urged to stop opium cultivation

ITANAGAR, Aug 31: Extra Assistant Commissioner (EAC) of Manmao LW Bapu advised the villagers to stop opium cultivation and drugs abuse, and its trafficking.

Addressing the gathering during the inaugural function of the two days awareness programme on drugs abuse and gender sensitisation organised by SSA District Mission, Changlang at Manmao Friday last, the EAC explained the ill effects of drugs abuse and addiction for individuals and for his/her family and society as a whole. He exhorted the youths to give up such bad habits and concentrate on their study for a bright future.

He also lauded the Mahila Mandal for taking active part in removing various evil practices prevailing in the society.

Medical Officer in-charge of Manmao PHC Dr. P Tangha highlighted on prevailing drugs/opium menace, drugs abuse treatment and rehabilitation services for the addicts.

BEO cum BRCC, Manmao Lemwang Ronrang spoke in length about RTE Act, role of SMC in the school.

The district coordinator (SSA) Changlang highlighted on Protection of Children from Sexual Offences Act while the district coordinator, CWSN (IE) explained the causes of disability in children and its prevention.

The PRI members and teachers and SMC's were advised to implement the RTE Act in their respective schools to achieve the goal of SSA.

A rally on anti-drugs and gender sensitisation was organised in the main thoroughfare of Manmao town  wherein students from Govt. Sec. School, Manmao, Mahila Mandal and general public participated.

 

 

Balijan to Jote-Poma (Upper Balijan)

road in dire need of maintenance

ITANAGAR, Aug 31: The Balijan-Jote road constructed under NEC project few years ago remains in shambles due to lack of maintenance.  During its visit to the Balijan to Jote-Poma (Upper Balijan) stretch of the road on Aug 29, a joint team of Govt officials and public leaders found that the road stretch has been lying in dilapidated condition and unused state due to lack of maintenance since 2013, said Balijan Circle Youth Association (BCYA) president Kuru Joram, who accompanied the team in a release today. The team consisted of Balijan ADC Chukhu Takar, Balijan block branch Congress Committee president Tem Tayo, Balijan PWD sub-division Assistant Engineer, Gaon Bura and youths, the release said. The  said stretch of road worsened in the recent past due to landslide, erosion and siltation, the BCYA claimed adding that major portion of the said road has been washed out.

Why the strategic important NEC sponsored road remained unattended despite utilisation of huge public money in the construction of Balijan-Jote road, the BCYA queried. Stating that the road connects the Sangdupota CO headquarter with Balijan ADC headquarter, the Association said the local people, particularly students are the worst sufferers due to poor road condition.

Meanwhile, the BCYA sought the intervention of Balijan ZPM and appealed him to take up the matter with PWD Minister, local legislator and department concerned for early renovation of the said portion of NEC road.

The visiting team also conducted a social service to clear the choked RCC culvert near the J.J. Singh Point (A Hawa Ghar christened in the name of former state Governor J.J. Singh).

 

 

Solung fever grips Siang belt, celebration begins at Pasighat

PASIGHAT, Aug 31: In spite of the inclement weather and a disastrous situation created by heavy rains in Siang belt, the people of Adi community are all set to celebrate Solung festival, one of the major and popular festivals of the tribe, with colourful programmes.

The festivity began at Pasighat today with celebration of the harvest festival at Jarku village on the right bank of Siang River in presence of community leaders. Prayers were offered to almighty God for bumper harvest, prosperity and well being of the man and animals.

Attending the celebration at the Community Hall, former Minister and Adviser to Chief Minister Bosiram Siram called upon the people of the community, particularly young generation, to preserve their rich culture and traditions.

Siram exhorted the youths to dedicate themselves for promotion of their traditional culture as it is roots and identity of each community that reflects their ancestral values and ideas. He also suggested the young generation to avoid bad practices like consumption alcohol, narcotics and other activities which may ruin their future.

East Siang ZPC Kaling Dai, Onik Lego, Tatok Komut (Mirii) and others also spoke on the festive occasion.

Take everyone along

Bowing down to the intense pressure from opposition parties and farmer’s group Prime Minister Narendra Modi on Sunday announced that the government will not repromulgate the controversial ordinance on land acquisition. The ordinance expired today. While announcing it during his radio programme Mann Ki Baat, Modi in a conciliatory tone stated that government is ready to incorporate any suggestion in the land ordinance bill which is currently pending in Rajya Sabha. Presently the land bill which seeks to amend the act of 2013 is currently being scrutinized by a joint committee of Parliament, to which it was referred by Rajya Sabha during budget session in the wake of strong opposition by several parties.

While government may not agree but the opposition parties are claiming moral victory and believe that due to pressure created by them against land bill, Modi government has been forced to climb-down from their position. Opposition led by Congress had used land bill to tag Modi government as pro-rich and it kind of hurt the image of government. Worried over ‘Suit Boot Sarkar’ image, government is toeing different line and is re-strategizing their policy over land bill. Finance minister Arun Jaitley on Monday tried to do damage control by saying that decision to let the ordinance on land acquisition to lapse is not a setback for the government. Jaitley claimed that the alternative route adopted by the Centre will provide greater flexibility to the states to deal with the issue.  By abandoning ordinance route, Modi government has made it ample clear that they want to use the legislative route to enact the law, instead of the executive mechanism.  Government will have to win opposition’s trust, so that this bill is passed in the Rajya Sabha. For the greater interest of nation both opposition as well as ruling parties will have to joined hand together.  Along with GST, land bill is considered to be the most important legislation which will help to fasten the economic growth. Therefore, government will have to take everyone along and pass these two important bills at the earliest.

Rectification of list

Dear Editor,

Through the columns of your daily esteem, I on the behalf of the affected people of Garu and New Bomte villages, Gensi circle, West Siang District would like to highlight our deep anguish and grievances regarding the manipulated list of beneficiaries of BRTF road from 9KM (JISI) to Yate under Likbali-Bam Road. The  actual land owners have been deprived from the compensation so in this regard we have appeal to High Court, Itanagar Bench and it   directed the Deputy Commissioner, Aalo, and West Siang District to dispose the matter within four months with reference.

Henceforth, I sincerely appeal to the Deputy Commissioner and Land Revenue Settlement officer, Aalo West Siang District, (A.P) to find an amicable solution after taking into consideration the affected people of Garu and New Bomte village who are the actual land owners.

We welcome the noble step for development of the area but without taking the consent of the actual land owners and manipulating the list of beneficiaries is not justified.

The affected people are expecting free and fair judgment. So, I would to like request the concern authority to initiate necessary action without any biasness and pressure.

Traffic jam

Dear Editor,

To get stuck in traffic has been a prominent matter of concern in our state’s capital. The problem arises not only from single factor. Some erudite denizens seem to be exulting on it. Amateur drivers, especially, women and young guys create chaos and at some end lead to a deadlock. One should be more introspective while in the crowd and make room for each other, instead of being arrogant and argumentative. Such kinds of people even go to sue against each other unnecessarily and run for the court in vain for their mere ego. In other words, one should not set off to drive in the crowded street unless he/she has full acquaintance with the vehicles.

Every time, the mass blames the state government for the road condition but this is, in fact, not the solution either. Often some unions and union members show their strength and mettle on the road side, parking their vehicles wherever they like to instead of carrying out a good cause. In this regard I would like to draw the attention of all the unions and association of various tribes and society based organisations of its kind, to cooperate with general public and do behave normally with the fellow beings. Only busying oneself in fun and frolic and social hobnobs does not make any one great!

And also I would like to appeal to the rich and wealthy people vying in building high storied buildings, that they should provide their huge building with parking places, though they build it like ’’Buckingham Place” but seems that they are still living in ostentation, as their sophisticated cars are often found parking outside the road that prompts traffic jam.  So I on behalf of general public earnestly request you all to contemplate over the issue.

Let us make it a better place to live in

Dear Editor,

After going through the intense debate of smart city through your esteemed daily, I being a local inhabitant of Pasighat and being the former General Secretary of the Bogong Banggo Kebang (BBK), whose forefathers have donated the area for the development of the town would like to thank all parties for highlighting their views openly.

Through this debate, the century old town has become more prominent in the geographical map of the state and the country as well. The Bogong Banggo Kebang has been trying its best to protect the town from the illegal encroacher since its inception. It has submitted many memorandums to the District authority for its protection. It has also observed many bandh calls and dharnas against the Government for being mute spectator and failing to protect the donated land from the land grabbers. Many IAS cadre officers has come and gone after completing their tenures, but no one has done any justice to the area. Many illegal sell and purchase of Govt land is still continuing under the very nose of District administration. The illegal purchasers are becoming more important persons to the authority than the organizations/ Banggo who has donated the area and trying their best to protect the land from the encroachers. It is still doubtful; weather the District administration/Govt. A.P has formulated any concrete policy to control the illegal encroachment to make the smart city a success. I think they have to grow some more teeth to bite off this infectious disease.

Regarding the selection of Pasighat town as smart city I support the bitter truth unfolded by the renowned journalist Taba Ajum. But at the same time I would like to say that it is a duty of the MP of the concern Parliamentary constituency to speak in favour. People are always there to check an elected representative if he become over smart.

Lastly, the crux of week long discussion has been pinpointed by Tongam Rina on August 26, 2015 by saying that the “issue today is not if the Pasighat is the right candidate for the smart city project. The bigger question remains -is Itanagar?”

So various local Organizations in and around the Capital, particularly the land donors and indigenous people have to have a sense of belongingness and support the Government of Arunachal by voicing against the rampant encroachment of capital. Let us try to change our mindset together for better future to make this state a better place to live and visit on this beautiful Planet.
